What Is HSPF2 (Heating Seasonal Performance Factor 2)?

Definition

HSPF2 is the standardized seasonal efficiency rating for a heat pump's heating mode, tested under the same 2023 DOE update that produced SEER2 — replacing the older HSPF rating. Higher HSPF2 means more heat delivered per dollar of electricity across a full heating season.

Why it matters for your home

Energy Trust of Oregon's ducted heat pump rebate requires HSPF2 7.5+ (its ductless mini-split rebate requires HSPF2 8.10+) — meeting or beating that number is the difference between qualifying for $1,000-$3,000 and getting nothing.

What to do about it

Get the HSPF2 number in writing on any heat pump bid and check it against the current rebate table before you sign — a slightly lower-rated model can cost more once the rebate gap is factored in.
